Which came first Good or Laws?

Are people innately good or is it because of the laws that we have in society that make us act in this way? We have seen history of man’s cruelty to man but also acts of incredible kindness and love even during those terrible times. War, slaughter, slavery, rape are all acts by men but we also  have acts of rescue, revival, repentance so how does that line formed. The “Purge” movie series proposes that laws are the major constraints that keep society from turning from savagery.

 I tend to believe differently as I have witnessed many acts to prove that is not the case. During 911 when basic communications was knocked out in the village and lower east side people came together to try  and rescue those who were trapped and scared.  There wasn’t anarchy or chaos on the streets but a sense of community that brought us together as one people.  This community has occurred during many a crisis whether it be natural such as hurricanes and earthquakes or man made such as terrorist attacks and blackouts, where citizens have stepped up when government had stepped out.  Human beings in general have innate ability to care and love each other. It is only when we focus too much energy on those fringe elements that we forget about the good that is in so many whether there is a law in effect or not.
