Winter Olympics and Judging?

I can never understand a sport where judges are supposed to make a decision on how good the performance is not merely on athletic achievement but artistic look.  This is compounded at the Olympics where  a judge might want to be impartial but they have their innate bias to the country they are from or will be extra hard on such country because they want to appear balanced. Further note this opinion as it leads to biases based on original ethnicity or alliances.  Even if this bias is subconscious I believe it can leak into the conscious scoring. When 1/10 of points can spell the difference between a medal and lack thereof can we do better?  I believe so let all Olympic athletes that are to be judged wear the same clothes this way judgement will be based solely on athletic skill and artistic achievement. Of course I still have difficult with artistic achievement being judged in athletic competition but at least they will initially all look alike.

FOOTNOTE-    To test my theory Russians should dress as Koreans and see if their score goes up or down.
