If we are to lower the recidivism “rate” we need to take the ex con away from the environment they have lived in and place them in a whole different community. To allow this to occur in a way that is affordable to society as a whole “indentured servitude” status might just have to be reinstated. Where an ex con will be able to lower their sentence time in exchange for working in a more controlled environment for a period of time. This environment will be closely monitored to insure abuse doesn’t occur and new skills are developed for said ex-con. This might appear to be a primitive in our “modern society” but the truth is sometimes the old ways can work better then today’s solutions.
