Watching But Not

It might be on in the background but is it going through any ears?  Yes, the ratings appear in the millions but those that are actually listening are in the thousands if that at all. The question then becomes is it better to have the viewers or those that actually really view? Should the ratings determine what is most popular or what actually influences the most?  This is a hardest matrix to measure yet it is the one which advertisers should pay the most to listen too.
