The Torah/Bible speaks about how the greatest in the land must feel some responsibility for the death of a stranger in their land. For maybe if they provided them shelter from the storm or food to sustain them their destiny could have been entirely different. Closing our eyes doesn’t make the image go away. G-D know that each and eveyone of us is important even those deemed strangers by those in power and therefore must be  protected as if the whole world depended on it.
