I believe true charity comes when even the recipient can give as well. For when one receives without an effort on their own they lose pride in their own being. That is what the bible tells us with the 1/2 shekel where G-D commands the poor and rich to give to the building of the holy temple. A 1/2 shekel appears much for those that poor and very little for those that are wealthy but together it brings a unity of caring for a greater goal. G-D has created every person with a special worth and we should help build it up by allowing them to give something back when they are receiving.
